Morgana shows the young Arthur that he'll be a King someday in his reflection in the water in the cauldran. A great king of high importance and that he needs to grow to be able to carry that heavy burden. The windowsil reads; 'Arthurus Rex Quondam Rexque Futuris', which is Latin for; Arthur, the once and future King.
